The next stage of Labour’s flagship Renters’ Rights Bill will take place on January 14, marking the Report Stage in the House of Commons
At this stage, the Bill will be debated on the floor of the House, allowing MPs to discuss amendments proposed during the committee stage in November. While debates for complex Bills can stretch over several days, Labour has treated the Renters’ Rights Bill as a priority and plans to push it through the Report Stage in just a few hours. Immediately following the Report Stage, MPs are expected to proceed to the Third Reading, the final Commons debate on the Bill. What Happens Next for the Renters’ Rights Bill?
When the Bill reaches the House of Lords, it will undergo the same stages as in the Commons. However, the Committee Stage, where legislation is examined in detail, is typically less exhaustive in the Lords.
If the Lords make amendments, these changes will be sent back to the Commons for review. Any disagreements between the two Houses will trigger a back-and-forth process until they reach a final agreement. Typically, the Lords will defer to the Commons’ final decision.
There has been broad agreement between Labour and the Conservatives on most aspects of the Renters’ Rights Bill. With this cross-party support, the legislation is expected to complete its passage and become law by spring.
The Renters’ Rights Bill is anticipated to introduce significant changes to strengthen tenant protections across England, marking an important development in housing policy.
